Stock and Leader Managing Partner Steve Hovis announces the unanimous election of Attorneys Sarah L. Doyle and Dr. Leigh E. Dalton to partnership, effective January 1, 2023. Sarah is an invaluable member of our Business, Municipal, School and Litigation teams. She represents private and local government clients on governance issues and day-to-day operational matters, such as creating and implementing policies and internal operating procedures and advising on personnel matters, including discipline and termination issues. Leigh is a member of the School Practice Group and applies her Ph.D. in education policy to guide clients on special education and pupil personnel matters, including equity, disproportionality, discipline, and the Family Educational Rights and Privacy Act (FERPA).

Stock and Leader Managing Partner Steve Hovis announces David Walker, Esquire, joins the firm. As a member of the firm’s School Law Practice Group, David will assist clients with general solicitor, labor and employment issues, school business, construction, contracts, and pupil services matters.

Hovis Named Managing Partner

The Partners of Stock and Leader are pleased to announce that Steven M. Hovis has been unanimously elected as the firm’s next Managing Partner.  Returning to practice full-time, Ronald L. Hershner, who served as Managing Partner for the last ten years, stepped down on February 28, 2021.
