Mr. Russell practices in the areas of school, labor and employment law. He served as Chief Counsel of the Pennsylvania School Board Association for twenty-five years, representing school districts in all levels of Pennsylvania courts and serving as a consultant to school officials in the areas of education law and labor relations. At Stock and Leader, Mr. Russell regularly represents clients in Pennsylvania state courts and in federal district courts as well as the U.S. Third Circuit Court of Appeals. He was selected as the fifth recipient of the 2006 Pennsylvania School Board Solicitors' Association President's Award for Distinguished Achievement in School Law, based on his commitment as a school law practitioner to Pennsylvania's public schools. Mr. Russell and one of his clients are credited with winning the first special education federal jury trial in the United States. Since 2006, Law & Politics Magazine has annually named Mr. Russell a Pennsylvania Super Lawyer, placing him among the top 5% of Pennsylvania attorneys, based upon a peer review selection process.
