Mr. Hovis served as Managing Partner of Stock and Leader from 1995 until his retirement from full time practice in 1999. Since that time, he has served as of-counsel to the firm. Mr. Hovis practices in the areas of municipal law and municipal finance. He is admitted to practice before all Pennsylvania state courts, and he served two terms on the Board of Directors of the Pennsylvania Association of Bond Lawyers. He has also served as President of the York County Bar Association.
